Spill Prevention, Control, and Countermeasure Plan

Brice developed a Spill Prevention, Control, and Countermeasure Plan in support of the FAA. We assigned a project management team to handle cost, scheduling, and maintain communication with the FAA. As part of our work, we reviewed the existing plan and facility drawings and created a checklist before visiting the site. We also examined the current SPCC and FRP regulations, including 40 CFR 112 and 33 CFR 154.1030.

We performed a site visit and mobilized two engineers, one Professional Engineer (PE) and the other an Engineer-in-Training (EIT), to document site conditions, capture photographs, and calculate containments. The site visit was completed within a single 12-hour day, including travel. To optimize efficiency and reduce costs related to accommodation, we arranged a charter flight from Anchorage to Johnstone Point instead of using commercial flights to Cordova.

During the site visit, our PE and EIT team calculated the secondary containment capacity of the existing tank farm and recorded inventory details of ASTs, underground storage tanks (USTs), day tanks, and oil-filled equipment. This information served as preparation for calculating response scenarios and discharge planning volumes. Upon concluding the site visit, our team returned to Anchorage and completed the SPCC plan.
